Medical care in a primary, secondary, tertiary and urgent form (in case when the decease is acute, but there is no threat to the patient’s life) to foreign citizens who are not insured in the system of compulsory medical insurance of the Russian Federation, is provided in accordance with the contract for the provision of paid medical services or voluntary health insurance policy. Medical assistance in the planned form requires a guarantee letter from voluntary health insurance company (regarding fulfillment of obligations to pay the actual cost of medical services) or a conclusion of contract for the provision of paid medical services.

If an international treaty of the Russian Federation establishes a different procedure for the provision of medical assistance to foreign citizens, the rules of the international treaty are applied.
